'Artist' wins 4 trophies at Critics' Choice Awards (omg!)

LOS ANGELES (AP) ? "The Artist" waltzed away with its first wins of Hollywood's awards season.

The black-and-white ode to the silent-film era directed by Michel Hazanavicius led winners with four honors at Thursday's 17th annual Critics' Choice Awards, which are presented by the 250 members of the Broadcast Film Critics Association.

"The Artist" took the evening's top prize, best picture, as well honors for best score, costume design and director.

"I made a silent movie," French director Hazanavicius joked in English while accepting the award for best picture. "I don't like to speak so much."

"The Help," the adaptation of Kathryn Stockett's best-selling novel about black maids speaking out about their white employers during the civil-rights movement, followed behind "The Artist" with three wins in the ceremony's acting categories: Viola Davis as best actress, Octavia Spencer as best supporting actress and the film's cast as best acting ensemble.

"I absolutely knew I wanted to be an actor because I wanted to be somebody," an emotional Davis said accepting her award. "I wanted to dream big and make a mark somehow. That's something absolutely that Aibileen was not afforded. I considered it my honor to pay homage to these women at this time period who were not allowed to dream and not allowed to find their purpose."

Others who accepted trophies at the lavish Hollywood Palladium ceremony included George Clooney as best actor for "The Descendants," Christopher Plummer as best supporting actor for "Beginners" and Thomas Horn as best young actor for "Extremely Loud and Incredibly Close."

"Frankly, I didn't even imagine I would get this, but I have," beamed a surprised Horn.

Funnymen Paul Scheer and Rob Huebel hosted the ceremony, which was broadcast live on VH1.

Other winners included "Bridesmaids" as best comedy movie, "Drive" as best action movie, "Rango" as best animated feature, "Midnight in Paris" as best original screenplay, "Moneyball" as best adapted screenplay, "The Girl With the Dragon Tattoo" for best editing and "Harry Potter and the Deathly Hallows: Part 2" for best makeup and best sound.

Verizon FiOS TV app to deliver VOD and live HD to LG TVs

Verizon FiOS TV App
Everybody has to have an app these days and telecom companies like Verizon are no different. Apps on smartphones and tablets, apps on game consoles and even apps on HDTVs or Blu-ray players. The latest app from Verizon is the FiOS TV App, which will be coming to LG's Smart TV Platform in the first half of 2012. In addition to 26 live channels, like Verizon's Xbox 360 app, LG HDTVs and Blu-ray players will also have access to video on-demand, including the 10,000 Flex View titles. As excited about this as we are, our enthusiasm is quickly tempered when we realize all the live channels that're missing, this makes it very far from being the set-top boxless solution we dream of.

How Can I Make Sitting Through a Meeting Less Boring? [Ask Lifehacker]

How Can I Make Sitting Through a Meeting Less Boring?Dear Lifehacker,
I have to sit through meetings every day. Some of them last for hours. They are boring. They are unnecessary. They are mandatory. By the time I'm done I've lost my will to work. What can I do to keep myself from dying a slow death at a conference table?

Sincerely,
Mundane Meeting Monkey

Dear MMM,

Getting stuck in regular meetings where you're expected to listen for hours is like being back in high school in a class you hate?only it's often longer. I used to work a job plagued with many long meetings, but a few things helped me make the situation better. Perhaps they'll work for you, too.

Find Ways to Speak

How Can I Make Sitting Through a Meeting Less Boring?Meetings are particularly boring because you have nothing to do but listen. If you can find a way to participate, that can make a big difference. One of the best ways to do this (if there's not a specific task available to you) is to ask questions. If the leader of the meeting asks you to hold questions until the end of the meeting, you can always just write them down as they come to you and save them for later. Of course, if you're actually able to give input during the meeting you should attempt to contribute as much as possible. While that may cause the meeting to last slightly longer, at least you will have something to do while you're required to sit through it.

Draw (or Doodle): It's Actually Good

How Can I Make Sitting Through a Meeting Less Boring?I used to draw during every meeting. Some people find this rude, but I find people talking at me inefficiently for hours on end to be rude so it's kind of a fair trade. But in all seriousness, drawing is a good thing to do during a meeting because it can actually help you focus. If you're concerned about offending the meeting leader, it might help to talk to them in advance and let them know that drawing helps you focus and you'll be listening the entire time, but for the most part you shouldn't really have that problem. So long as you don't start drawing massive genitals or your boss' slow and steady disembowelment, drawing can be a healthy and easy way to pay attention and avoid boredom in a meeting.

Talk to Your Boss or Manager to Change the Way Meetings Work

How Can I Make Sitting Through a Meeting Less Boring?Perhaps it's a long shot, but if much of your day is taken up by meetings and your time could be used more efficiently, it would stand to reason that your boss/manager would like to hear how that happens. Nobody actually likes meetings, but sometimes they're a necessary evil. That said, there are often ways you can create a meeting structure that doesn't take up a ton of time and suck the energy out of everyone involved.

The Scrum meeting rules, which are popular among development teams, are often a good place to start. Meetings are always short (generally 15 minutes) and always start on time. If you're late, too bad. Most of the time, only the core members of the team speak and everything has to be dealt with in the timeframe. This forces people to speak quickly and get their points across concisely. It leaves more time to work. While the exact rules won't always fit every team, slight modifications can make them work for most organizations. Whether you use Scrum as a model or not, coming up with a plan to effectively reduce meeting times is generally something everyone can get behind. Try to work with your boss/manager to do that, and chances are you won't have to worry about being bored at all.

Defending Snooki ... no, really!

Noel Vasquez / Getty Images Contributor

Nicole "Snooki" Polizzi isn't really so bad.

By Ree Hines

The fifth season of "Jersey Shore" kicks off Jan. 5, and that means it's time for all the usual Seaside Heights fun, including hookups, fights and alcohol-filled parties ? most, if not all, of which will revolve around Nicole "Snooki" Polizzi, otherwise known as the unofficial star of the show.

That also means many viewers and even more non-viewers will resume their seasonal pastime of Snooki-bashing, which seems to involve criticizing the Princess of Poughkeepsie for almost every mundane move and outrageous act that she makes.

But why?

OK, sure. She can't hold her liquor, as evidenced by her boozy beach arrest in season three, repeated "kooka" flashings and nearly every fight she's ever had with her boyfriend, Jionni. And, yes, she's used the house minifridge to cool her itchy backside alongside the Cheez-its and Red Bull when a new tanning cream left her a little rashy. And it's true that even outside of "Shore" she's given dieting advice that's included drinking vodka and recommended kitty litter as a beauty product. But then again, aren't some of these things what make Snooki so great?

Great? Yeah, great. Well, not the public drunkenness maybe, but the general over-the-top behavior is part of?what makes Snooki worth watching. She's like a cartoon character come to life, ready to do and say what most others won't and probably shouldn't. It's part of her appeal, and it's part of why she's worth defending against her many detractors.

Besides, Snooki's appeal goes far beyond her diminutive, do-anything routine. Those who look past some of her embarrassing habits might just notice her winning qualities, such as the fact she's a loyal friend to the women in her life (minus the occasional Sammi mess and that whole thing with Angelina, but hey, they had it coming) and she won't let anyone tear her down.

The latter might just make up her best quality. See, despite all the requisite bashing, for the most part, Snooki takes it in stride. She doesn't get overly mad or offended. She refuses to be shamed for her behavior. And if a swipe is crafted with a sense of humor, she even seems to appreciate it. ??

If there's a Snooki-related joke to be made, she's either making it or she's among those laughing the loudest.

Heck, when Bobby Moynihan repeatedly poked fun?at her on "Saturday Night Live," she didn't simply approve of the send-up. She teamed up with him for some dueling-Snookis action on MTV.

And when South Park portrayed the "Shore" star as a rusty colored, hunched-back, whiskered beast who creeped around in constant pursuit of "smoosh-smoosh," she took it as a sign of her success.

"Snooki want smoosh smoosh," she tweetedthe night the episode aired. "I'm going to have nightmares tonight. lmao!!! We've officially made it. Goodnite my b----es ?"

That's an indomitable spirit, and it's all too rare in real life or reality TV.

See the latest from Snooki and the rest of the Seaside Heights gang when "Jersey Shore" returns to MTV Thursday, Jan. 5., at 10 p.m.

What do you think is the dumbest/funniest thing Snooki has ever done? Sound off on our Facebook page.

Is she worth defending?

Brown plans for future amid cuts (Politico)

SACRAMENTO, Calif. ? While most other states are limiting expectations as they try to recover from the recession, Gov. Jerry Brown is dreaming of a bright future for his native California.

Even as he prepares for another year of budget cuts, Brown is bucking national conventional wisdom by proposing spending on the types of long-term projects most other governors and state legislatures are shunning.

The 73-year-old Democrat, in his second stint in the governor's office, has said he intends to plan for California's future even as the state tries to right its economy and limit spending on basic programs such as health care for the needy, social services and higher education.

The budget proposal for the 2012-13 fiscal year that he released on Thursday commits seed money to a number of expensive projects that he hopes will guide California in the decades to come. The amounts are relatively small but provide down payments for initiatives he said are essential to keeping California desirable.

The allocations underscore Brown's support for a $98 billion high-speed rail line that has been heavily criticized for its ballooning price tag and an array of alternative energy projects he hopes will lead to a cleaner environment and so-called "green" jobs.

Despite the worst economy in modern times, the Democrat once mocked as "Governor Moonbeam" for proposing communication satellites in space is asking state lawmakers to support "bold moves" that live up to California's history of innovation. Critics question whether California can afford the projects in the years ahead.

"This is a strong, confident investment in the future of California," Brown said in releasing his budget plan. "There are a few people, some of them who are hankering after life in Texas, who call California a failed state. But we are the innovative state. We're the state of Apple computer, of Facebook, of Hewlett-Packard, Hollywood, stem cell research, international trade, diversity. This is a state that's dynamic, it's creative, and it's prosperous."

Brown's approach is markedly different than that taken in most other states in the wake of the Great Recession. Other governors and state legislative leaders have taken the opposite view, arguing that governments at all levels must live within their current means.

Forty-eight states have cut programs and services since late 2007. That includes California, which has made deep cuts to social services and education. Brown also has sought to reduce bureaucracy or transfer to local governments the types of programs that he believes should not be overseen by the state, but he also has said he wants to empower government's core functions, including offering help to those who need it most.

Brown's 2012-13 spending plan includes $4.2 billion in cuts to the state's welfare-to-work program, Medi-Cal and child care services. Yet he also is proposing spending about $1 billion in expected revenue from California's new "cap-and-trade" program to reduce greenhouse gas emissions. He wants that money to go toward clean energy research, natural resource protection and infrastructure projects related to alternative energy.

Sprint CEO Dan Hesse Reveals First LTE Markets: Atlanta, Dallas, Houston and San Antonio

sprintlteNot wanting to be outdone by their larger rivals, Sprint also has a big LTE-related announcement today. Sprint CEO Dan Hesse just confirmed to everyone at Citigroup's 22nd Global Entertainment, Media and Telecommunications Conference that Atlanta, Dallas, Houston and San Antonio will be the company's first LTE markets. Those cities are just the tip of the iceberg though, as Sprint ultimately wants their LTE network lit up in ten markets before the first half of 2012 rolls around. Here's hoping that the coasts get a little LTE love too, as the three of the announced markets are in a single (admittedly large) state, and the other isn't that far away from them.

Rivalry grows as HBO cuts off Netflix from DVD and Blu-ray discounts (Digital Trends)

netflix envelopesHBO delivered a figurative slap this week to its growing competitor Netflix. The premium cable network has apparently cut Netflix off from discounted DVDs, forcing the company to look elsewhere for supply

According to the New York Times, HBO stopped providing DVDs to Netflix on January 1. HBO is, of course, the network behind hits such as ?The Sopranos?, ?True Blood? and ?Boardwalk Empire?. As Netflix takes advantage of volume discounts through wholesale venues to provide DVDs and Blu-ray to customers, the NYT believes that Netflix will most likely be relegated to retail for HBO series?.

The online video rental service seems unfazed by the slap. In a statement about HBO pulling out, a Netflix spokesman said, ?Netflix will continue to provide HBO titles on DVD and Blu-ray to our members.?

Since the move seems unlikely to be a noteworthy financial hit to the rental service, why bother? Perhaps its a gesture to let Hastings know that HBO acknowledges the competition, and sees Hastings plan to nip at its heels. HBO has already dried waters on the streaming front by refusing Netflix the rights to stream HBO series? or films. That right is reserved for HBO?s own online streaming video site, HBO Go, which directly competes with Netflix for the streaming market. Hastings pointed out that HBO was becoming ?more Netflix-like.?

Meanwhile, Hastings outlined his strategy last year to fix the Netflix business model. The company wants to work towards buying exclusive streaming rights, and plans on producing original content. On the original programming front, we?ve heard talk about a program directed by David Fincher named ?House of Cards? set to debut later on in the year; however, ?Lilyhammer? will be the first Netflix original series, which is set for a streaming debut on February 6 in the US, Canada and Latin America.

Islam is not a religion nor is it a cult. It is a complete system.
Islam has religious, legal, political, economic and military components. The religious component is a beard for all the other components.

Islamization occurs when there are sufficient Muslims in a country to agitate for their so-called ?religious rights.?
When politically correct and culturally diverse societies agree to ?the reasonable? Muslim demands for their ?religious rights,? they also get the other components under the table. Here?s how it works (percentages source CIA: The World Fact Book (2007)).
As long as the Muslim population remains around 1% of any given country they will be regarded as a peace-loving minority and not as a threat to anyone. In fact, they may be featured in articles and films, stereotyped for their colorful uniqueness:

United States ? Muslim 1.0%
Australia ? Muslim 1.5%
Canada ? Muslim 1.9%
China ? Muslim 1%-2%
Italy ? Muslim 1.5%
Norway ? Muslim 1.8%

At 2% and 3% they begin to proselytize from other ethnic minorities and disaffected groups with major recruiting from the jails and among street gangs:

Denmark ? Muslim 2%
Germany ? Muslim 3.7%
United Kingdom ? Muslim 2.7%
Spain ? Muslim 4%
Thailand ? Muslim 4.6%

From 5% on they exercise an inordinate influence in proportion to their percentage of the population.
They will push for the introduction of halal (clean by Islamic standards) food, thereby securing food preparation jobs for Muslims. They will increase pressure on supermarket chains to feature it on their shelves ? along with threats for failure to comply. ( United States ).

France ? Muslim 8%
Philippines ? Muslim 5%
Sweden ? Muslim 5%
Switzerland ? Muslim 4.3%
The Netherlands ? Muslim 5.5%
Trinidad &Tobago ? Muslim 5.8%

At this point, they will work to get the ruling government to allow them to rule themselves under Sharia, the Islamic Law. The ultimate goal of Islam is not to convert the world but to establish Sharia law over the entire world.
When Muslims reach 10% of the population, they will increase lawlessness as a means of complaint about their conditions ( Paris ?car-burnings). Any non-Muslim action that offends Islam will result in uprisings and threats ( Amsterdam ? Mohammed cartoons).

Guyana ? Muslim 10%
India ? Muslim 13.4%
Israel ? Muslim 16%
Kenya ? Muslim 10%
Russia ? Muslim 10-15%

After reaching 20% expect hair-trigger rioting, jihad militia formations, sporadic killings and church and synagogue burning:
Ethiopia ? Muslim 32.8%

At 40% you will find widespread massacres, chronic terror attacks and ongoing militia warfare:

Bosnia ? Muslim 40%
Chad ? Muslim 53.1%
Lebanon ? Muslim 59.7%

From 60% you may expect unfettered persecution of non-believers and other religions, sporadic ethnic cleansing (genocide), use of Sharia Law as a weapon and Jizya, the tax placed on infidels:

Albania ? Muslim 70%
Malaysia ? Muslim 60.4%
Qatar ? Muslim 77.5%
Sudan ? Muslim 70%

After 80% expect State run ethnic cleansing and genocide:

Bangladesh ? Muslim 83%
Egypt ? Muslim 90%
Gaza ? Muslim 98.7%
Indonesia ? Muslim 86.1%
Iran ? Muslim 98%
Iraq ? Muslim 97%
Jordan ? Muslim 92%
Morocco ? Muslim 98.7%
Pakistan ? Muslim 97%
Palestine ? Muslim 99%
Syria ? Muslim 90%
Tajikistan ? Muslim 90%
Turkey ? Muslim 99.8%
United Arab Emirates ? Muslim 96%

100% will usher in the peace of ?Dar-es-Salaam? ? the Islamic House of Peace ? there?s (supposed) to be peace because everybody is a Muslim: we know however that this isnt true is it...?

Afghanistan ? Muslim 100%
Saudi Arabia ? Muslim 100%
Somalia ? Muslim 100%
Yemen ? Muslim 99.9%

Of course, that?s not the case. To satisfy their religiously ordained blood lust, Muslims then start killing each other for a variety of reasons...and they are coming to a neighborhood near you...so keep thinking they are not going to harm you and they "accept" you.

Rupert Murdoch Giving Baseball Team Owners Equity In His Sports Networks

Competition has become so heated for the rights to baseball telecasts that News Corp. has recently been including equity stakes in its Fox regional sports networks as part of its its deals with teams.

FSN logo from 1999-2004

Image via Wikipedia

The Texas Rangers, who signed a 20-year deal with Fox Sports Southwest in 2010 that begins in 2015 and is worth $3 billion, was the first MLB team to get an ownership stake in an RSN. Last month the Los Angeles Angels of Anaheim inked a 20-year, $3 billion deal with Fox Sports West that also included an ownership stake in the RSN for team owner Arte Moreno. Next up are the San Diego Padres, who are on the verge of getting a deal with Fox Sports San Diego that will make the team on owner in the network.

News Corp. chairman and Forbes 400 member Rupert Murdoch began branding Fox?s RSNs in 1996 as a means of taking on ESPN by getting high television ratings by showcasing the local teams in big sports hubs. The strategy has been immensely successful.

Fox Sports Net is the largest RSN programmer, with ownership interests in 12 RSNs and is also affiliated with an additional nine RSNs that
have approximately 83 million subscribers and have rights to telecast live games of 66 of 81 U.S. professional sports teams in MLB, the NBA, the NHL and many college and high school sports teams.

But distributors have become more aggressive in acquiring sports programming and some teams have started their own RSNs. Comcast SportsNet, launched shortly after FSN, has been bidding fiercely for baseball programming in recent years and long ago began taking on teams like the San Francisco Giants, Philadelphia Phillies, Chicago?s White Sox and Cubs and, most recently, the Houston Astros, as partner. In 2006 FSN lost the small market Cleveland Indians, as the team launched its own RSN, SportsTime Ohio. And Fox has been concerned that Time Warner could snatch the Los Angeles Dodgers away.

Murdoch isn?t worth $7 billion because he loves giving away equity. But he knows he will have to take on more MLB teams as partners to keep the programming. While big market teams like the Dodgers can get around 35% ownership of the RSN, mid-market teams can expect only around 15%. And small market teams like the Kansas City Royals? They can expect nothing.

Jewish friend who influenced Pope John Paul dies (Reuters)

ROME (Reuters) ? Jerzy Kluger, the Polish Jewish boyhood friend of the late Pope John Paul who had a major influence on the pontiff's revolutionary relations with Jews, has died, friends said on Monday.

Kluger, who was 92, died in a Rome hospital on new year's eve of complications from bronchitis and was buried on Monday in Rome's Jewish cemetery. He had been suffering from Alzheimer's disease and had been living in a home for the elderly east of the Italian capital.

Kluger and Karol Wojtyla, the future Pope John Paul II, were classmates in the southern Polish city of Wadowice and were friends from first grade through high school.

"The young Karol Wojtyla learned a lot about Judaism from Kluger," said Italian author Gianfranco Svidercoschi, who was an aide to the late pope and wrote a book about the pontiff's friendship with Kluger.

"He had a great influence on the pope's life," Svidercoschi, who wrote about their friendship in the 1993 book "Letter to a Jewish Friend," told Reuters.

"The young Wojtyla visited the Kluger home in Wadowice, helped Jerzy with his studies, particularly Latin, and started a friendship that would influence his relations with Jews for the rest of his life," said Svidercoschi, who was editor of the Vatican newspaper during part of John Paul's pontificate.

They lost track of each other when World War Two broke out with the German invasion of Poland in 1939 and did not see each other again until 1965.

During the war, Kluger was arrested by the Russians and sent to a gulag in Siberia along with his father.

After Germany invaded the Soviet Union, Kluger was freed and joined Polish forces fighting with the Allies in Africa and Europe under General Wladyslaw Anders and took part in the pivotal battle of Monte Cassino south of Rome.

Towards the end of the war, when he discovered that his mother had been killed in the Auschwitz death camp, he decided to stay in Italy. He studied engineering in Turin and later moved to England.

He settled in Italy again in the early 1960s, working for an import-export company and re-connected with Archbishop Karol Wojtyla in 1965 when Wojtyla was in Rome for the Second Vatican Council. Until they met for the first time since 1938, each presumed the other had died in the war.

After Wojtyla became the first non-Italian pope in 455 years in 1978 they intensified their friendship and Kluger helped organize reunions between the pope and classmates from Wadowice either in Rome or during the pontiff's trips to Poland.

Kluger was in Rome's synagogue when Pope John Paul made his historic visit there in 1986 and called Jews "our beloved elder brothers".

When the pope made his first trip to Israel as pontiff in 2000, Kluger was in attendance at the Yad Vashem memorial to the Holocaust.

Their friendship continued right up to the pope's death in 2005.

"The passing of Jerzy Kluger is both a moment of individual sorrow for the loss of another courageous survivor of the Holocaust, as well as symbolic remembrance for the link with Pope John Paul under whom a revolution in the advancement of Catholic-Jewish relations was realized," said Elan Steinberg vice president of the American Gathering of Holocaust Survivors and Their Descendants.

"Their childhood friendship was seared by their shared experience of coming under the Nazi yolk in Poland. There can be no question that John Paul's warmth and gestures to the Jewish people was shaped by his personal witness of Nazi horrors," Steinberg said.

Obama signs defense bill despite 'reservations' (AP)

HONOLULU ? President Barack Obama signed a wide-ranging defense bill into law Saturday despite having "serious reservations" about provisions that regulate the detention, interrogation and prosecution of suspected terrorists.

The bill also applies penalties against Iran's central bank in an effort to hamper Tehran's ability to fund its nuclear enrichment program. The Obama administration is looking to soften the impact of those penalties because of concerns that they could lead to a spike in global oil prices or cause economic hardship on U.S. allies that import petroleum from Iran.

In a statement accompanying his signature, the president chastised some lawmakers for what he contended was their attempts to use the bill to restrict the ability of counterterrorism officials to protect the country.

Administration officials said Obama was only signing the measure because Congress made minimally acceptable changes that no longer challenged the president's terrorism-fighting ability.

"Moving forward, my administration will interpret and implement the provisions described below in a manner that best preserves the flexibility on which our safety depends and upholds the values on which this country was founded," Obama said in the signing statement.

Signing statements allow presidents to raise constitutional objections to circumvent Congress' intent. During his campaign for the White House, Obama criticized President George W. Bush's use of signing statements and promised to make his application of the tool more transparent.

Obama's signature caps months of wrangling over how to handle captured terrorist suspects without violating Americans' constitutional rights. The White House initially threatened to veto the legislation but dropped the warning after Congress made last-minute changes.

Among the changes the administration secured was striking a provision that would have eliminated executive branch authority to use civilian courts for trying terrorism cases against foreign nationals.

The new law now requires military custody for any suspect who is a member of al-Qaida or "associated forces" and involved in planning or attempting to carry out an attack on the United States or its coalition partners. The president or a designated subordinate may waive the military custody requirement by certifying to Congress that such a move is in the interest of national security.

The administration also pushed Congress to change a provision that would have denied U.S. citizens suspected of terrorism the right to trial and could have subjected them to indefinite detention. Lawmakers eventually dropped the military custody requirement for U.S. citizens or lawful U.S. residents.

"My administration will not authorize the indefinite military detention without trial of American citizens," Obama said in the signing statement. "Indeed, I believe that doing so would break with our most important traditions and values as a nation."

Despite the changes, officials cited serious concerns that the law will complicate and could harm the investigation of terrorism cases.

For example, FBI Director Robert Mueller has said the measure would inhibit his bureau's ability to persuade suspected terrorists to cooperate immediately and provide critical intelligence. He told Congress it wasn't clear how agents should operate if they arrest someone covered by the military custody requirement but the nearest military facility is hundreds of miles away.

Other officials have said agents and prosecutors should not have to spend their time worrying about citizenship status and whether get a waiver while trying to thwart a terror attack.

The administration also raised concerns about an amendment in the bill that goes after foreign financial institutions that do business with Iran's central bank, barring them from opening or maintaining correspondent operations in the United States. It would apply to foreign central banks only for transactions that involve the sale or purchase of petroleum or petroleum products.

Officials worry that the penalties could lead to higher oil prices, damaging the U.S. economic recovery and hurting allies in Europe and Asia that purchase petroleum from Iran.

The penalties do not go into effect for six months. The president can waive them for national security reasons or if the country with jurisdiction over the foreign financial institution has significantly reduced its purchases of Iran oil.

The State Department has said the U.S. was looking at how to put them in place in a way that maximized the pressure on Iran, but meant minimal disruption to the U.S. and its allies.

This week, Iran warned that it may disrupt traffic in the Strait of Hormuz ? a vital Persian Gulf waterway. But on Saturday, Tehran seemed to back off that threat when a commander of its Revolutionary Guard said such discussion is a thing of the past and "belongs to five years ago."

Iran also said Saturday that it had proposed a new round of talks on its nuclear program with the U.S. and other world powers. The invitation would come after the U.N. has imposed four rounds of sanctions. Separately, the U.S. and the European Union have imposed their own tough economic and financial penalties.

The $662 billion bill authorizes money for military personnel, weapons systems, the wars in Afghanistan and Iraq and national security programs in the Energy Department for the fiscal year beginning Oct. 1.

The measure also freezes some $700 million in assistance until Pakistan comes up with a strategy to deal with improvised explosive devices.

Obama signed the bill in Hawaii, where he is vacationing with his family.

Freeport Indonesia union says delays return to work (Reuters)

JAKARTA (Reuters) ? Workers at Freeport McMoran Copper & Gold Inc's (FCX.N) Indonesia unit delayed their return after a three-month strike because 500 employees of sub-contractors lack job security, a senior union official said Monday.

The workers hope to resolve the dispute and start heading back to the Grasberg mine in the central highlands of Papua island, eastern Indonesia, Tuesday, said union spokesman Virgo Solossa by telephone.

"It's likely that we will be back to work tomorrow as around 500 workers from several sub-contractor companies still have issues that need to be settled first. Today we want to make sure that all contractors have no issues," Solossa said.

The strike at the world's second-largest copper mine shook labor relations in Southeast Asia's largest economy because it was a high-profile attempt by workers to gain a larger share of the rewards in a booming economy.

The strike ended on December 14 with a deal under which Freeport agreed to a pay increase of roughly 40 percent for around 8,000 union members and to a framework for a better deal for roughly 15,000 other non-union workers and contractors.

Arizona-based Freeport earlier said it expected full operations at the Grasberg mine to resume in early 2012.

The union has not returned to work largely because of a dispute with contractor PT Kuala Pelabuhan Indonesia (KPI) over possible sanctions on workers who took part in the strike. Last week KPI agreed to rehire about 700 workers who went on strike with no sanctions, the union said.

Monday's dispute appeared to be similar to the union's with KPI.
